Hitler has been able to spread, as an important factor toward his internal policy, the feeling that war is near. The German people find war present. It is possible to force a nation to endure hunger, lack of freedom, arbitrary power, sacrifices of all sorts; to rouse them to superhuman performance by making them believe that they are living in exceptional circumstances; to confiscate their property, and enforce martial law-but only if and when the people are convinced that a state of war exists and that life depends on their will to fight, to conquer, and to die. The Men in Power have been artists, creating this atmosphere in Germany, and convincing the half-grown young, especially, that the battle exists in deadly seriousness. But where is the enemy? These are people who have come over a rise of ground, in fog, fighting fog. Where is the enemy? Never mind. The Führer commands, and they follow.

L'impression que la guerre est proche, oui, que nous sommes déjà en guerre, une impression que le régime d'Adolphe Hitler fait partager à la population allemande, est l'un des moyens les plus importants qu'il utilise en matière de « politique intérieure ». On peut obliger un peuple à accepter la faim, la contrainte,  l'arbitraire, les privations de toutes sortes, on peut infliger au peuple un état de siège permanent, instaurer la loi martiale et la confiscation de tous les biens, on peut imposer au peuple (et assurément au peuple allemand !) des efforts surhumains dès lors que l'on parvient à le persuader que la guerre, quelle qu'elle soit, est déclarée, qu'il importe alors de se battre, de vaincre ou de mourir. Les Allemands au pouvoir ont su, avec une grande habileté,  donner l'impression que la réalité était ainsi. Les adolescents surtout, les millions d'enfants embrigadés dans la Jeunesse d'Etat ont pleinement conscience qu'un tel combat mortel est en cours.
Contre qui livre-t-on ce combat ? Peu importe. Au fond, où se trouve l'ennemi ? Peu importe ! « Le Führer commande ! Nous obéissons ! »
